Why has IE9 dropped support for file APIs and multiple attributes on file inputs?

Why has IE9 dropped support for the File API and multiple attribute on file inputs? Chrome, Firefox and Safari support features. But IE9 (and Opera) could not support them for an unknown reason. For IE9, it seems that we still stick with Flash to support multiple files (iframe hacks are not counted).
