How to force close cmd windows tab to add trailing slash to directory names

On rare occasions, when I have to use the Windows command line rather than bash, this makes me wonder if tab completion does not add a slash to the end of the directory names. Is there a parameter or script that I can run to force complete completion?

There is no such setting. It is best to use bash through cygwin, but I expect you already knew this bit.
