Finding SQL Test Suite Generator Ideally Open Source

I need to create several million rows of meaningful test data that will be used in SQL Server 2008. The data will be mainly user data, such as name, address, phone number, etc. Does anyone know of a free or open source (ideally) that can generate such data?

I recommend spending a couple of hundred dollars and getting a RedGate Data Generator. This is a good investment that you will not regret.
