Is there an API / library for this? I have an ATI Radeon 9000 Series graphics card and I need to lower its kernel / memory clock when starting Windows (I was thinking of making a small service for this, but I have never done it before).
I know that this is possible (because RivaTuner does it somehow), but I just did not understand how to do it.
Can I point out some resources / books / examples?

I don't think AMD / ATI or nVidia is posting how to do this. This is obvious, but from what I saw, you probably have to sign a non-disclosure agreement before they tell you how to do it.
