What is the Best Chart / Chart Solution for

PHP , Interactive (at least reference points).

PS. I can not use flash, and it should not be relayed on the Internet :(

If flash is not possible, you can try JS diagrams, for example

HighCharts Grant a free license for non-commercial use based on jQuery
GRaphael MIT license based on the famous raphael
Flot library With less interaction but still free JSCharts Non-free alternative

I would agree with highcharts. I would also add flot .
