How can a paragraph paragraph be combined with a supercyte?

Question

I use Emacs 23 and VM 8.1 to write and read email. I use Supercite 3.1 to get fantastic quotes in my answers like

Foo> bla bla bla ... When are you
Foo> resuming the work on our paper?

I would like to get the same functions as fill-paragraph, but in quote. I see that he is working on comments in LaTeX mode (with the same function fill number) q, so I assume that I just need to set up the correct regular expression for the paragraph-paragraph to complete the task, but which one and through which hook?
