Measure web application performance (stress testing) and bandwidth requirements

I measure bandwidth requirements and how a web application behaves in terms of response time and memory requirements as the number of users increases.

Is there any good tool that can help us here? I believe JMeter is a standard tool. But are there any other tools, given that the site is just IE.
