Many mobile operating systems (such as Android and iOS) automatically link the URLs and phone numbers included in the SMS. Is this behavior managed by a mobile operator, OS, or device?

I am developing an application that requires users to access the WAP site via a hyperlink in SMS. Unfortunately, this site should be available for both smartphones and phones with features.
