Unable to add localization in iTunes Connect

I have a question about iTunes Connect: when I click on “Manage Localizations” on the page of my iPhone application (which is online and not in a review or something else), I cannot add a new language.

Does anyone know if localizations can be added only when creating a new version of an application? Or am I missing something?
