Form1 Resources vs Project Resources

I'm trying to find out about resources. In VS, when I create a project:
- Form1 with Form1.resx - .resx resources in Properties

I do not know which one to use. Obviously, I cannot use Form1.resx. When I try to add something, I get a warning that this may ruin the project. Also, I can’t access it. If I use Resource.resx in the Properties section, I can easily access the files there just by using Properties.Resources. (Filename). What is the difference between the two? What is Form1.resx for? Thanks you
