Detect when the camera is ready to use.

Question

I am creating an application where you have an overlay on top of your camera, but I cannot detect when the camera captures an image. I do not want to show my overlay until the closed gray cameras open and the actual shots are shown. It seems that the period of time that it takes depends on whether you have recently used it and what not.

Is there any way to detect when this will happen?
