SharePoint User Information User Information and Column List

Question

I retrieve user information from multiple site collections through SharePoint Web Services.

http://mysitecollection.com/_vti_bin/usergroup.asmx

Use the GetAllUserCollectionFromWeb method to return all users to the site collection.

The following is an example of XML.

I have a question.

I get the list item from the Lists web service, and one of the fields is the Person column. Information is stored in Id format; #Name

In some cases, the identifier from this field does not exist for users returned for this site collection, so where does this identifier come from? Is this from the user profile repository?
