I intend to use the ASP.NET 4.0 web deployment feature for my site. Does anyone know if this feature supports incremental deployments (i.e. only deploying modified or new files in a solution)?

Yes Yes. It is very fast, also for multi-catalog solutions.
I have seen that the deployment time of a large solution is reduced from 30 minutes to 5. For small projects, incremental deployment takes several seconds.
