Help identify the layout used here?

I am working on a layout that contains some of the same features as in the screenshot below, but I came across some confusion. Can someone help me understand a few points for the screenshot below?

• What is the root layout used here?
• How to make the button bar stay at the bottom, and the center part scrolls when it is long enough?
• Like the Ok / Cancel buttons that are visible here, how do I make them every 50% of the width (minus some indentation and padding)?
