Should developers in .Net be administrators on their machine, or can we set some permission and role?

It really depends. If you need to create and install Windows Services, for example, then yes - they will need the appropriate permissions to do this. Although you can develop without it, you cannot test the service correctly without being able to install and remove it.

If you are doing โ€œnormalโ€ development, then this is not strictly necessary.
