The movement of game tiles on the map 2d

What is the best way to make a movement in a 2D square grid? I have something that works, but seems wrong / ugly (see below).

For example, U is the unit that I want to move, and O is an impassable object, such as another block or mountain. If U can move 3 tiles, I want the moved area (M) to look like this.

the data structure of your dataset seems highly related to the Tile class, which does too many things; theGrid [X] [Y] .moveable, theGrid [X] [Y] .getOccupied ... +, probably some other methods.
