How to create a process that does not appear in the task manager or the list of services

I need to create an activity monitoring process at the enterprise level in which the user does not have to kill using the task manager or some other method. Perhaps this should be a hidden process. Is it possible? Are there any workarounds? I prefer to use C#, then C++(with the Visual C ++ compiler).
