Is it possible to get a value programmatically $(ProjectDir)or $(SolutionDir)outside of Visual Studio? My scenario - I need to read the vcproj file as a text file and get its properties, such as outputdirectory, etc. The problem in some properties contains environment variables such as $ (SolutionDir), etc.

Well, you found out that viewing the .vcproj file is not enough. You also need to know the .sln file. You are stuck until you solve it. Visual Studio always creates a .sln file when loading a .vcproj file and cannot find the corresponding .sln. You might also want to do this.
