2 Application Top Most problems

Question

I developed 2 applications, one in the Win32 API and one in C # WPF. I have a problem, 2 applications should be the largest, but the second (in C #) should be more strict than the first application, the problem is that the second application starts from autorun, and then it will start faster than the first application, and the first is the application more up above more than the second?

How can I make the second application more on top? Or how can I show the second application at the very top, when you already have the top, and this is under the first application?
