What are the security / privacy issues with MHTML (.mht) files?

My client is currently using MHT files to store offline representations of browsed web pages. Files are saved and then viewed in Internet Explorer.

When viewing files, we would like to make sure that there is no network activity on the source site or on any other site , and the content should be viewed 100% offline and should not have any special β€œlocal” privileges (ie access to files: // protocols, etc.). We would like JS to work if possible, and we may suffer the consequences of disabled functions due to working offline.

We want to change the viewer or even the file format (and convert all old mht files) if a better solution is offered.

It cannot be guaranteed that there will be no network activity unless you go offline in Internet Explorer. Although the advantage of saving the web page in the mht file is that all the information for displaying the page (including images) is stored in one file, and not in several files and folders, which simplifies archiving if the web content has links to other pages, clicking on links initiates network activity.
