Free image analysis libraries?

I am looking for some free (preferably LGPL'd) libraries for image analysis / comparison. The most important thing that they should do is to compare two different images and say, if they are similar, with adjustable sensitivity (that is, the higher the sensitivity, the more they must look for each other to get a positive result) I think C / ++ / # or eventually Python. So far, the only solution I have come across is OpenCV, which is under the BSD license. I have yet to learn how much of what I need is already implemented in the library, and what I may need to write myself, but I would really like to hear some other options before I start working on my project, so any opinions welcome.

Comparing if two images are “similar” is an extremely challenging task for the research class. The approach you will use will largely depend on the types of similarities / differences that you expect from your images.

It's hard to find something that works ready, unless your mapping requirements are very specific.
