Is there an ANSI specification for a PIVOT instruction?

Recently I asked a question How can I use PIVOT to display the average and count in my cells?

Answer to a question for SQL-Server (2005+) and Oracle (11g +)

Obviously, the sql server implementation is quite limited, and the Oracle implementation gives strange column names.

Are these independent solutions or are based on some ANSI standards?

This is not an ANSI-92 .

Later versions are not freely available (as far as I can tell), except for a draft SQL: 2003 . Also not mentioned
