It is possible to block a directory so that only one domain access can access it

Question

Is it possible to lock a directory in windows and linux (for mono-detection), where only one user can access it?

I need to write encrypted XML messages to a directory, but I do not want anyone to delete them. I suspect it would be easier to use Mono on linux.

If possible, which classes will you use to make sure it is locked before you start writing to it.
