The table title header is attached to the table and is inside the content view of the internal scroll view of the table. You cannot stop it from scrolling.
You may be able to achieve the effect by making the table look a little less tall and placing a look above it like a sibling, not a child.
This will require that you implement the controller as a UIViewController, not a UITableViewController, although the view property is not the table itself.
