I saw some special characters used by developers in describing their applications. How to do this (for example, show an asterisk icon instead of *)?
Also - is it possible to highlight bold \ italic \ underlined text in the market description?
I am not specifically what you are referring to. But I would suggest that you can copy any character from the character map (in windows) and paste it into the description of your application on the developer's console.
Just copy the asterisk into your text (this is unicode char) and you will be ready to go.

I also noticed that it supports tags <b>, which is very useful.

If all else fails, try pasting (blank) hyperlinks. They are displayed in a slightly darker, bolder tone than other texts.
