What are common (non-specific for LAMP, .NET, Ruby, mySql, etc.) tactics and best practices for improving page loading speed?

I am looking for tips on caching, HTTP headers, external file thumbnails (CSS, JS), etc.

And for good tools such as the Google PageSpeed and Yahoo YSlow .
