You need to create a directory /sdcard/media/audio/ringtones/on the SD card.

To do this, log in through the adb shell and mkdir /media/audio/ringtones/ then click on the file to ringtones. Then go to the sounds on the emulator and select a sound, menu and select "use as ringtone."

If you cannot create a directory, sutry again.

Just upload an audio file (ogg or mp3 format) using adb push, and then configure it the same way as on a real phone.

I had the same question to which I tried the accepted answer. But the melody did not appear in the ringtones displayed by the android. So I had to disconnect and then remount the SD card, and then it worked for me :)
