Does google maps API provide elevation information for buildings?

I am the last computer science graduate from India. I want to create a WPF application that displays 3D buildings, as in the latest Google 5 maps for Android. This will be the basis of my last project. I have some questions before I start working on this.

  • Should I make it a desktop or website or use a website to store some metadata and display the data in the desktop software?

  • Is WPF enough for 3D display of buildings in the map area or will I need knowledge of XNA and Direct X?

  • Will this violate Google Maps TOS if I use the Google Maps API? (I want to do something that Google Maps does not provide in India) Is Bing Maps using the best option?

  • Is it possible to read building heights and their rendering using the above Map APIs? Is it that the elevation data available through the Google Maps API is for terrain only and not for individual buildings?

I have three months to complete this project, and spoke in detail about the technologies with which I intend to work.

Do I need in-depth knowledge of any other technologies for this?
