Is there a Django application that can handle groups and permissions?

Question

I know that Django has a permission / group system. But mostly attached to each model . (Correct me if I am wrong.)

My goal is to have groups that can do several things. For example, one group may write for this and that. One group can edit this and other information on different servers, different databases. In fact, it goes beyond the scope of the model.

I just need a user group system that is not tied to any model.
