Android: how to convert MP4A audio to MP3 or Wav using Java

Android cannot record mp3 audio using MediaRecorder, but it can record mp4a. I am trying to find a way to convert mp4a sound to mp3 on my Android phone. I believe that this means that FFMPEG is not an option, as it needs to be done over the phone. What are my options?

-MPEG4 -AMR -3GPP
