It can be either a C-module or pure Lua.
I gave up and switched to regular server-side sockets. It was a lot easier.
Yes, there is https://github.com/lipp/lua-websockets . It does not add any C bundles, but relies on luasocket, lpack and depending on your usage scenario (lua-ev).
