Difference between Satchmo local_settings.py and settings.py

Can someone explain the difference between local_settings.pyand settings.pyin Satchmo?

I understand that a module settings.pyimports a module local_settings.pyas a last step. Therefore, any settings in local_settings.pytake precedence. But what is the point of this? Doesn't it match the settings.pyconfiguration that is specific to your project? Why bother with extra step c local_settings.py?

Basically, I need to add new settings, and I can't figure out if I should put them in settings.pyor local_settings.py. Can anyone light this light?
