"Flattened out" usually refers to a database where you have one (or several) very large tables.

“Normalized” refers to whether data has been organized into well-structured linked tables. This usually reduces duplication of values ​​between the rows in the table, pulling the values ​​into a separate table and referring to it by identifier.
