I used it heroku maintenance:onbefore, and it took a little time to switch to maintenance mode. Now this does not seem to work at all. What's going on here?

What exactly do you mean when you said that this “doesn't work at all”?

I just tried one of my applications and it seems to be working fine.

According to Heroku's official documentation of the maintenance mode, the maintenance mode will force Heroku to serve the static page (usually says “Application is offline for maintenance”) until you disable the maintenance mode.
