Free Silverlight mapping with Bing and OpenStreetMap maps?

I recently read this article . Which uses the Silverlight Bing control to display map data from OpenStreetMap . In this article, he extends MapCoreand develops a true OpenStreetMap control that no longer requires the use of a Bing API key.

My question is simple. Is this solution a free Silverlight mapping for commercial projects, or does it require Bing card management by itself?
