A web service to find nearby points of interest?

I’m looking for a paid or free service that can return geographical objects within a certain proximity (for example, 10 km), filtered by categories, for example, “Restaurants”.

Factual looks promising, but does not support my country - South Africa. The Google Places API is still in preview by the developer.

Should there be a mature online service that can act as an “online GPS” to find nearby places?

The GeoNames API returns Wikipedia geolocation articles located next to this point:
