Android video chat without internet access

I want to test video chat on an Android phone over a wireless LAN in our lab. However, most video chat applications, such as Tango or Fringe, require access to their server on the Internet. Is there a way to check video chat without access to an internet server? Is setting up a SIP server a good alternative?
