How to use the URLs of www.domain.org/#!/topic/item and what are they called?

On many sites, my address bar displays type URLs www.domain.org/#!/topic/item. For example, a new twitter changes the URL to it.

I know what the hash does when you use targets in HTML: it www.domain.org/page.html#topic3moves the browser viewport to the anchor <a name="topic3">.

I also think that this URL scheme solves the problem of having the correct URL in the address bar of a page with dynamically loaded content.

But how...

  • ... do I process these URLs on the server side? (mod_rewrite, javascript?)
  • ... is this a method called?
