How Amazon 3G Work global works

Question

I was wondering if someone is now, how has Amazon reached global 3g coverage for its latest Kindle?

I know that in my country (Romania) I have to pay a fee to my mobile operator for 3g internet. Do they have contracts with all mobile operators?
