Scroll bar not showing in textarea for height: 30 pixels

Question

I help my friend today. He ran into a problem that he wants the text area to be displayed at a height of 30 pixels with a scroll bar. Unfortunately, if we give the height of the text area, the scrollbar is not displayed, but works when we use the scroll keys / mouse keyboard navigation keys.

}

In addition, the text area must be at least ~ 70 pixels high, otherwise the box is too small to display a scroll bar.
