WPF (Windows Presentation Foundation) themes look much better than regular Windows forms.

But if you're still looking for themes for Windows applications, you can try Fancy Nedim Sabic Windows Forms .

We use (commercial) DevExpress.com products .

They support the subject, have great support and were the best tool I could find. Using it approx. 3 years.
