Is there a .NET library for Kinect to develop a Kinect PC application (not an XBOX)? The library does not have to be official. (AFAIK MS won't release PC library anyway)

Yes, you can use NUI. I used it, and it is one of the best. See http://codelaboratories.com/nui and http://nkinect.codeplex.com/ .
