Distribution of a panel containing a background application on the Mac App Store

Question

My application is a prefix that includes a background application in its package. Interestingly, someone has already decided on the best practice for distributing the pref pap-only application through the Mac App Store. Are there any preset apps in the store?

Apple claims that applications containing preference panels are not "self-sufficient", they install code or resources in a common place that are not authorized by the management, therefore, in violation of both 2.15 and 2.30 in https://developer.apple.com /appstore/mac/resources/approval/guidelines.html
