IPhone app not available in AppStore for iPad (wi-fi only), why? Perhaps using MkMapView?

Question

Does the Map Kit framework use an application not available for the AppStore for iPad with Wi-Fi?

Is it possible that Apple decided that the application is designed to work outdoors and therefore limited it to the iPad 3G version?

Please note that this application is for iPhone (not universal or iPad application) and works on iOS 4.x. Location / GPS required.

One of the application screens uses MKMapView.

This is because your application "requires location / GPS". For iOS devices for location / GPS, cellular equipment is required.

As shown in Specifications , the Wi-Fi + 3G model adds these Location features:
