Is there a special Android build for AT&T Samsung Galaxy? PhoneStateListner is not working.

I have an application that implements PhoneStateListner. The code works on all phones except AT & T Samsung Galaxy. Is there a special build for this phone? Does anyone know a way, besides buying a phone, to test this assembly on an emulator?

This may indicate android, where carriers can create their own assembly and distribute.
