Should we use MS Team Foundation Server if we are not using VS?

We are going to release a project management system, and we are faced with TFS. It seems pretty powerful as it can integrate version control and project management tools into one server. But we are not a visual studio store. Our development is done using Java / Php / Obj-C. Is TFS available without VS?
