Apple Push Notification Beeps

Question

When a push notification is received, is there a way to constantly play the sound until the user takes an action - for example, pressing the OK button - when the application is NOT active?

I would like to send a push message and continue the beep until the user responds to the behavior of the pager.

Is it possible? Suggestions?
