Windows virtual printer, where to start?

I want to write a program (or driver) in Windows that can:
- Display a list of printers when opening a dialog with a user - Display an additional dialog box for printing configuration
- Print to a file
In short, my need is very close to PDF printers that can print any document to pdf file. Thanks for your reply.

I think you almost answered your question: I would look at one of the open source implementations and see how they do it:

PDF Creator, for example.
