Where can I find the Twitter message archive or search for old tweets?

Question

Previously, Google launched an application that can search for twitter OVER Time messages, as in the news timeline. But it seems that now it can only provide a real-time message index (current), and not the old and all tweets in history. I want to do research on tweets, but I don’t know where to download or access such data based on a timeline or geography or a demographic or thematic list.

Old tweets are not publicly available - even to those who wrote them.
