How to disable overscrolling effect for ListBoxes / ScrollViewer in Windows Phone 7

Is there a way to disable the overscrolling effect for ListBoxes or ScrollViewers? I think the effect is also called the "rubber effect."

I would completely disable it or disable it if there are only a few elements in the container, and turn it on again if there are more elements in the container than the number of elements that fit on one screen.

The list of installed applications has the same behavior that I want to achieve. No scrolling.
